to School Testing Coordinators for Recording Student Exemptions


The excerpts from the MEAP guidelines below make it clear that children still have the option for exemption. Both of these quotes provide direction for those giving the test to record those students who are not exempted. Numerous school districts throughout the state including West Bloomfield and Brighton advise concerning state guidelines that only a parent can exempt a child.


MEAP Manual. Winter, 2002.

"No More Parent Exemption Bubble.

There will no longer be a 'parent exempt' bubble on any MEAP answer booklet at any grade level. Students who do not test (for any reason) should be identified with the "not tested" bubble (P. 5).

Note: An answer booklet is considered used if:
- a student has taken the test; or
- page one has the preprinted or hand-gridded name and identification information of a studentwho is currently in your district and
who has been identified as not tested or parent exempt" (P. 66).

"The purpose of today's program is to . . . review information about parent exemptions, correct bubbling of answer documents, important issues . . .

The parent exemption bubble has been eliminated. Students who do not test for any reason should be identified using the "not tested" bubble. As mentioned, standard and non-standard accommodations are listed on pages 13 through 15 of the manual. Remember to bubble in the non-standard accommodation bubble for students that use a non-standard accommodation on a MEAP test" (p. 14).
